Gregory F. Jenner is the Deputy Assistant Secretary (Tax Policy) for the Department
of the Treasury. At Treasury, Greg has supervisory responsibility for the legal
advice and analysis provided by the Office of Tax Policy with regard to all
aspects of domestic and international issues of Federal taxation, including
legislative proposals, regulatory guidance, and tax treaties. Prior to his appointment
as Deputy Assistant Secretary, Greg briefly served as Senior Advisor for Policy
and Acting Deputy Assistant Secretary (Tax Policy). He previously was a partner
in the Washington, D.C. office of Venable, Baetjer, Howard & Civiletti,
LLP, and specialized in tax policy issues before Congress, the Treasury Department
and the Internal Revenue Service. Greg previously served in the Department of
the Treasury as Special Assistant to the Assistant Secretary (Tax Policy) from
1989 through 1992. In addition, from 1985-1989, Greg served as Tax Counsel for
the U.S. Senate Committee on Finance, where he was directly involved in formulating
and drafting several major tax bills, foremost of which was the Tax Reform Act
of 1986.
Greg is a member of the Bar of the District of Columbia and the United States
Tax Court. In addition, he was recently named to be a Fellow of the American
College of Tax Counsel. He has been an active member of the American Bar Association's
Section of Taxation, including service as a member of the Section's Council,
and chair of the Section's Corporate Tax Shelter Task Force and Government
Relations Committee. Greg has been a frequent speaker on continuing legal education
topics. He received a B.S. with highest honors from Portland State University
(1975), and a J.D. cum laude from New York University School of Law (1979).
