SUBJECT: Treasury Acquisition/Procurement Regulation
1. PURPOSE. This directive reauthorizes the Treasury Acquisition/Procurement Regulation (TAPR).
2. TAPR. Treasury Order (TO) 101-30, "Designation of "Head of Agency" for Procurement Matters," authorized the Assistant Secretary (Administration) to perform duties pertaining to the direction and operation of procurement functions of the Department of the Treasury. TO 102-03 redesignated the position of Assistant Secretary (Administration) as the Assistant Secretary (Management). The Director, Office of Departmental Offices, who serves as "Procurement Executive" under the provisions of Executive Order 12352 and Public Law 191, is delegated authority by Treasury Directive TD 12-11"Procurement Authority," to prescribe and publish the TAPR. The TAPR, which is issued as a separate regulation by the Director, Office of Procurement, is binding on all Treasury bureaus. The TAPR:
a. assists Treasury bureaus in the performance of their assigned procurement functions and responsibilities under the Federal Acquisition Regulation (FAR), 48 CFR Chapter 1;
b. provides uniform policies and general procedures to be used by bureaus when contracting for supplies and services; and
c. implements and supplements the FAR where necessary to the operations of the Treasury procurement system by providing guidance when the FAR is not sufficiently detailed, or details are left to Departmental discretion.
3. APPLICABILITY. The TAPR is to be used in conjunction with the
FAR and covers subjects in the FAR which the Department has determined
need to be expanded by a Departmental issuance. Any reference to TO 76-01
shall be deemed to include this directive and the TAPR.
4. SUPPLY OF REGULATIONS. The TAPR, and its amendments, may be obtained from the Office of Procurement.
5. CANCELLATION. TO 76-01, "Treasury Acquisition/Procurement Regulation," dated March 21, 1984, is superseded.
