SUBJECT: Designation of Assistant Secretary (Economic Policy) to Serve on Board of Directors of the Solar Energy and Energy Conservation Bank

By virtue of the authority vested in me as Secretary of the Treasury pursuant to 12 U.S.C. §1007 and Reorganization Plan No. 26 of 1950, I hereby designate the Assistant Secretary (Economic Policy), or, in the absence of that official, the person designated to act in that capacity, to act as my Substitute Director pursuant to Section 3.02 of the By-laws of the Solar Energy and Energy Conservation Bank, established pursuant to Public Law 96-294 dated June 30, 1980, and to exercise any power and perform any duty which I am authorized to perform as a Director of the Solar Energy and Energy Conservation Bank.
