SUBJECT: The Office of the Partnership in Education (PIE)


By virtue of the authority vested in the Secretary of the Treasury, including the authority vested by 31 U.S.C. 321 and 5 U.S.C. 301 and 302, the Secretary hereby establishes the Office of the Partnership in Education (PIE), and describes the organization, subject to the conditions and exceptions noted below.

1. DELEGATION.

a. Subject to the direction and approval of the Executive Advisory Board, the Executive Director is authorized to:

(1) direct the Department of the Treasury's PIE program and establish the organizational structure.

(2) oversee Department-wide establishment of partnership programs undertaken by

Treasury and its bureau offices in accordance with guidance from the Office of the Deputy Assistant Secretary for Human Resources, who has responsibility for administering internship programs under 5 C.F.R. Part 213 and 315, and guidance from Office of Equal Opportunity Programs (OEOP) on educational outreach programs with Historically Black Colleges and Universities (HBCU's) and Hispanic Serving Institutions (HSI's).

(3) serve as a primary coordination point for Treasury Department educational outreach and support activities for career academies; contact for external and community resources in support of partnership objectives; and serve on the Federal Interagency Committee on Education (FICE) as Treasury's representative.

(4) design and implement a comprehensive strategy involving Treasury employees in partnership programs.

(a) Review existing partnership programs and evaluate effectiveness;

(b) Establish criteria to prioritize distribution of excess equipment for partnership schools in accordance with guidance from the Office of Real and Personal Property Management;

(c) Establish Department-wide "volunteerism" policy covering technology, mentoring and tutoring support for partnership schools;

(d) Recognize outstanding programs.

(5) Serve as the principal advisor to the Secretary, Chief of Staff and Executive Secretary on matters involving partnership programs of the Department and its bureaus. The Executive Director will report to the Office of the Executive Secretary.

(6) Provide policy guidance and direction to Treasury offices and bureaus regarding PIE programs, as appropriate.

(7) Chair the PIE Steering Committee.

(8) Provide information that warrants communication to the Secretary concerning Treasury-wide partnership programs.

2. ORGANIZATION STRUCTURE. The Treasury PIE organization will consist of an Executive Advisory Board (EAB), PIE Staff and PIE Steering Committee.

a. Executive Advisory Board (EAB) provides general guidance, management oversight, and support on major policy issues, advises the Secretary, and promotes the program within the Department. The EAB will consist of the General Counsel, Assistant Secretary (Management) & Chief Financial Officer, Under Secretary (Enforcement), Deputy Assistant Secretary (Community Development Policy), Deputy Assistant Secretary (Management Operations), at least one Bureau representative, and the Executive Secretary, who serves as the chair. The EAB will meet regularly to assess the program objectives.

b. PIE Steering Committee serves as a mechanism to support educational and outreach activities throughout Treasury. The steering committee will consist of PIE program managers, Departmental and bureau representatives, who will meet regularly to provide advice to the PIE Executive Director on the operations of PIE programs.

c. PIE staff has responsibility for managing PIE activities. In addition to the Executive Director, the staff will consist of detailees who will be responsible for the different components of the PIE program, serving a one or two year detail assignment from Treasury and its bureaus.

3. EXCEPTION. This order does not delegate authority that is otherwise delegated to another Treasury official.
